Santa Fe punishes four companies for environmental damage in Ludueña.

In the framework of the **[Ludueña Plan](https://noticiasambientales.com/residuos/arroyo-luduena-a-dos-meses-de-empezar-el-saneamiento-sacaron-toneladas-de-residuos/)**, promoted by the Ministry of Environment and Climate Change of Santa Fe, **89 inspections were carried out in industries, companies, and developments** located in areas of high environmental criticality. As a result of these operations, four establishments were charged with non-compliance with current regulations.

Between August 2024 and January 2025, **the inspections reached 60 industries and services**, as well as 29 developments and urban areas in the basin. From these surveys, four enterprises were sanctioned for not complying with effluent discharge regulations or for starting works without the corresponding permits. Additionally, **34 industries received requirements to comply with current environmental regulations**, while 22 establishments were evaluated without recording infractions.

Regarding urban developments, the inspections carried out in 2024 revealed that **nine developments started works without the necessary authorizations**, leading to their immediate suspension. Two other cases are under review with possible requests for cessation of activities. Conversely, **13 projects demonstrated full compliance with regulations**, while five submitted the required documentation but showed non-compliance with planned works.

Minister of Environment and Climate Change, Enrique Estévez, emphasized the importance of collaboration between the public and private sectors to environmentally transform **[the Ludueña basin](https://noticiasambientales.com/residuos/santa-fe-avanza-la-limpieza-y-saneamiento-del-arroyo-luduena/)**. “Organizing the territory and **improving water quality** is a collective challenge that requires commitment, investment, and joint solutions to achieve sustainable development,” he emphasized.

## What is the objective of this plan?

The Ludueña Plan seeks **an integral management of the historical problem of the basin**, addressing not only the oversight of industries and urban developments but also the continuous monitoring of water quality. In collaboration with the National Water Institute (INA), the Ministry conducts ongoing monitoring of the stream’s tributaries, complemented by studies from the Municipality of Rosario and the National University of Rosario. Additionally, together with Aguas Santafesinas, surveys are carried out to detect and prevent irregular discharges in the stormwater and sewer systems.

The plan also incorporates two additional lines of action: **citizen participation and urban transformations**. The former aims to involve the community in monitoring and environmental improvement of the basin. The latter coordinates interventions from different levels of government, focusing on the cleaning and restoration of critical areas like the Stella Maris and La Bombacha neighborhoods, in conjunction with programs such as the Plan Abre and Focused Neighborhood Interventions.

These actions **are part of a comprehensive strategy to address the environmental challenges of Ludueña**, tackling issues like the risk of flooding, water pollution, and uncontrolled urban sprawl. With a precise diagnosis and the implementation of concrete measures, the Government of Santa Fe aims to progress towards a sustainable management model of the basin.
