Colombia enacts Kiara Law: new legal framework for the welfare of companion animals

With the aim of strengthening the rights of **companion animals** and promoting **responsible ownership**, the **Congress of the Republic of Colombia** approved **Law 2480 of 2025**, known as **Kiara Law**.

This regulation represents a significant advance in **animal protection**, by establishing **clear obligations for individuals and entities** providing services related to pet welfare.

## Prohibition of Punishment Collars and Sanctions for Abuse
One of the key points of the Kiara Law is the **prohibition of punishment collars**, including those with:
– Spikes or metal tips
– Electric shocks
– Mechanisms that cause physical or emotional suffering

Non-compliance will be considered a **violation of animal rights** and may be sanctioned with **fines ranging from 5 to 20 minimum legal monthly wages**, based on:
– The **severity of the offense**
– The **impact on animal welfare**
– The **economic capacity of the offender**
– The **existence of repeat offenses**

## Regulation of Pet Services
The law establishes **mandatory requirements** to operate legally in services such as:
– Daycares and training centers
– Specialized transportation
– Pet grooming and spas

These establishments must have:
– Certifications in animal health
– Behavioral evaluations
– Adequate infrastructure and video surveillance
– Care protocols and conditions ensuring physical and emotional well-being

## Transportation without Confinement or Discomfort
The Kiara Law prohibits the **use of cages that limit movement** or cause **discomfort** during transportation.

Animals must be **transported under safe, hygienic, and comfortable conditions**, respecting their physical and emotional integrity at all times.

## Sanctioning Regime and Special Protocols
The sanctioning regime includes:
– **Financial fines**
– **Temporary or permanent closures**
– **Exclusion from the official service provider registry**

Additionally, **special protocols are established** for cases such as:
– **Loss of pet under custody**
– **Death during service provision**

Responsibilities lie with both **users and providers**, enhancing **transparency and traceability** in animal care.

## Towards a more Ethical and Responsible Coexistence
**Kiara Law** promotes a model of **respect and shared responsibility in the human-animal bond**.

With this regulation, Colombia seeks to consolidate a **respectful coexistence model**, recognizing companion animals as **sentient beings** and promoting **shared responsibility** among guardians, service providers, and authorities.
