The National Deputy for Córdoba, Oscar Agost Carreño, presented an innovative bill aimed at improving the management of empty phytosanitary containers in the agricultural sector.
The proposal seeks to incentivize responsible practices through fiscal and economic benefits, rather than sanctioning non-compliance, offering a sustainable solution to a growing problem.
## The Problem of Plastic Waste
In Argentina, 20 million containers are generated annually, equivalent to 17,000 tons of plastic waste.
The current regulations lack effective incentives to ensure proper disposal, complicating compliance for producers.
## Key Proposals of the Project
– **Economic Benefits**: Discounts on Income Tax: 25% for micro and small companies, 15% for medium, and 10% for large companies. Non-transferable tax credit bonds. 5% discount bonds on the value of returned containers for the purchase of new phytosanitary products.
– **National Fund for Sustainable Container Management (FNGSE)**: Aimed at financing recycling infrastructure and providing incentives for the purchase of agrochemicals.
– **Sustainable Production Seal**: Certification that will provide benefits such as preferential credits, advantages in public purchases, and bonuses in agricultural insurance.
## Inspiration from Brazil’s Success
The project takes as reference the Brazilian program Campo Limpo, which managed to recover over 90% of the phytosanitary containers thanks to an incentive system.
This model highlights the positive impact of proactive measures instead of punitive approaches.
## Commitment to Sustainability
Agost Carreño emphasized the importance of ensuring that producers have the tools to adopt sustainable practices without compromising their profitability: “If we want the countryside to care for the environment, we have to give it the tools to do so.”
This project aims to balance environmental sustainability with economic viability, promoting a circular economy in the management of agricultural plastic waste.
