## Regulation of Pet Services

– Adequate infrastructure and video surveillance
– Care protocols and conditions ensuring physical and emotional well-being
## Transportation without Confinement or Discomfort
The Kiara Law prohibits the **use of cages that limit movement** or cause **discomfort** during transportation.
Animals must be **transported under safe, hygienic, and comfortable conditions**, respecting their physical and emotional integrity at all times.
## Sanctioning Regime and Special Protocols
The sanctioning regime includes:
– **Financial fines**
– **Temporary or permanent closures**
– **Exclusion from the official service provider registry**
Additionally, **special protocols are established** for cases such as:
– **Loss of pet under custody**
– **Death during service provision**
