An innovative law in Peru facilitates access to housing for those who rescue animals in vulnerable situations

The animal rescue in Peru acquired a new dimension with the regulation of Law No. 32,396, a norm that will allow volunteers to earn points to access state housing programs.

The initiative, currently in the public consultation phase, seeks to integrate animal protection with solutions to the housing deficit that exceeds 1.9 million homes in the Andean country.

Ministerial Resolution No 000015-2026-MIMP introduced a concrete mechanism: certifying 180 days of formal volunteering in two years will grant points in the selection processes of housing programs.

The Ministry of Women and Vulnerable Populations designed this strategy to recognize social commitment while addressing the housing crisis.

The requirements to access Peru’s housing benefit through animal rescue

The regulation established specific criteria to validate formal volunteering and animal rescue in Peru.

Thus, only activities officially recognized by the Peruvian State will qualify to earn points in housing programs.

This measure ensures that experiences are formal, traceable, and transparent, avoiding irregularities in the process.

Due to this, animal rescue must be carried out through organizations certified by the competent authorities.

Volunteer days must be registered and properly documented to obtain the corresponding academic recognition, which will also serve as support for housing applications.

Volunteers will need to accumulate the 180 days within the established period of two consecutive years.

This period allows demonstrating a sustained commitment to animal protection, beyond sporadic or isolated participations.

The recognized organizations for animal rescue volunteering

The Peruvian State recognized various animal protection programs, both public and private, that allow certifying volunteer days.

These organizations operate in different regions of the country and work with different types of fauna.

For wildlife in the Amazon and Andes:

  • CREA
  • Centro Urku
  • Reserva Ecológica Taricaya
  • Sanctuaries in Cusco

For domestic fauna in Lima and other cities:

  • PROA
  • Voz Animal Perú
