El pasado 1 de diciembre de 2025, an act of extreme cruelty and animal abuse shook the city of Concepción, Tucumán.
An 81-year-old retiree, identified as Antonio Martín Mendoza, was reported by neighbors after burying alive four newborn puppies in a vacant lot in front of his home.
The incident: violence against the puppies and their mother
According to the report, Mendoza threw the puppies into a pit and covered them with large stones and dirt, burying them alive. Simultaneously, he hit the mother dog with a stick as she desperately tried to rescue her young.
The crying of the animals alerted the neighbors, who quickly arrived along with the Fundación Huellitas del Alma. Thanks to their intervention, they managed to rescue the puppies, although only three survived.
A swift and exemplary conviction
The case was resolved in less than 48 hours by the Unidad Fiscal de Usurpaciones, Estafas y Cibercriminalidad, led by Diego Hevia. In a hearing held on December 3, the Public Prosecutor’s Office concluded a summary trial that allowed for a record-time sentencing.
The accused acknowledged his guilt and was sentenced to eight months of conditional imprisonment, with strict conduct rules:
- Establish and maintain a residence.
- Refrain from abusing alcoholic beverages.
- Undergo a specific psychological treatment for acts of animal cruelty.
- Pay a fine of $500,000 in favor of the Fundación Huellitas del Alma.
- Deliver three 20 kg bags of puppy food.
The presiding judge ratified the agreement, and the sentence became final, setting a precedent for swift justice in cases of animal abuse.
The calculation of environmental damage
The Dirección Nacional de Conservación de la APN presented a report estimating the environmental damage caused by the loss of the specimen at $2,673,280,260. The methodology used considers the species’ fragility, its level of protection, and the possibility of damage recovery.
This economic calculation could be used by the Justice to apply compensation or additional sanctions in similar cases, reinforcing the legal framework of animal protection in Argentina.

Institutional reactions
The head of the Administración de Parques Nacionales (APN), Sergio Álvarez, highlighted the joint work of scientific and legal teams:
“The task is titanic on all fronts, but we have the unwavering commitment of our technicians to continue working on all biodiversity conservation projects.”
He also assured that the APN, along with the Fundación Rewilding Argentina, provincial authorities, and the Federal Justice, will continue to strengthen security and protection strategies for the released and reintroduced specimens in the country.

The conviction against Mendoza marks a milestone in Argentine jurisprudence:
