Argentina’s climate agenda is heading for failure: 3 out of 4 environmental goals set for 2030 will not be met

Argentina shows insufficient progress in its environmental goals: three out of four commitments are stalled or with minimal progress as of today.

This is revealed by the latest report from the National Climate Action Observatory conducted by the Sustainability Without Borders Foundation (SSF), updated to August 2025.

This observatory is “a public platform that shows -and follows- the official commitments assumed by the national government in 100 verifiable goals, mostly by 2030.”

According to the SSF itself, the latest review “left a worrying balance of the state of the climate agenda in Argentina.”

This is because, according to the study, the most urgent goals show no progress.

Among these are the carbon neutrality by 2050 and the net emissions limit of 349 MtCO2e by 2030, classified as “impossible to meet” or “without progress.”

In general, 73 of the 100 goals in the Argentine climate agenda are on track to not being met by 2030.

Argentina’s environmental goals on the edge

The analysis presents 100 verifiable goals in the Argentine climate agenda, mostly by 2030, and categorizes them in different stages of development. These are:

  • “No information”
  • “Impossible to meet within the established timeframe”
  • “No progress”
  • “With slight progress”
  • “With moderate progress”
  • “With expected compliance”
  • “Completed”

As of August 2025, although “initial progress” is seen, it is “very insufficient to reach completion in time and form.”

Currently, the different goals assumed by Argentina in its environmental agenda are:

  • 11% with no information;
  • 17% impossible to meet within the established timeframe;
  • 20% with no progress;
  • 36% with slight progress;
  • 10% with moderate progress;
  • 3% with expected compliance;
  • 3% completed

“By slight progress it is understood that, at the current pace, that progress would not reach the goal within the expected timeframe,” SSF points out.

Thus, adding the categories “slight progress,” “no progress,” and “impossible to meet,” 73% of the goals would be off track by 2030.

“Additionally, 11% lack public information available, which prevents timely measurement and correction and increases the risk of non-compliance,” the study authors clarify.

Argentina’s two main climate goals are stalled

In particular, there are two key goals in the Argentine climate agenda:

  • Main Goal for 2030: not to exceed the net emission of 349 million tons of carbon dioxide equivalent (MtCO2e)
  • Long-term Goal for 2050: achieve carbon neutrality

Both are “without progress,” which fuels a critical context.

Achieving “carbon neutrality” means that Argentina seeks to balance its emissions of carbon into the environment.

The commitment was made to ensure that the country does not release more greenhouse gases into the atmosphere than it can absorb through natural means, such as forests.

However, the situation is more severe with the 2025 goal, which the Observatory rates as “impossible to meet.”

For this year, the country was supposed to keep emissions below 372 MtCO2e, a goal that can no longer be achieved.
