The Ministry of Environment of the Province of Buenos Aires presented the Pampa Azul Bonaerense (PAB) program, an initiative that revisits and updates the national experience of Pampa Azul to consolidate an integrated and sovereign management of the more than 1,200 kilometers of Buenos Aires coastline.
The central objective is to reinvigorate the maritime agenda from the provincial territory, placing scientific knowledge and technological innovation at the center of decision-making. To this end, the program coordinates the scientific-technological system, coastal municipalities, and productive sectors, addressing the challenges of the South Atlantic in a coordinated manner.
Sovereignty and sustainable development
The Minister of Environment, Daniela Vilar, emphasized that Pampa Azul Bonaerense seeks to strengthen maritime sovereignty and revalue the Buenos Aires scientific sector in the face of national defunding. Among its main goals are:
- Promote the sustainable use of marine resources.
- Strengthen environmental monitoring.
- Advance in marine spatial planning.
- Generate productive development, qualified employment, and regional added value.
Concrete advances
The program already shows results: a Scientific-Technological Advisory Council was formed, diagnostics on coastal erosion were developed, and innovative tools for environmental monitoring were created.
Additionally, it was incorporated as a project of the UNESCO Ocean Decade, positioning the province in international research and cooperation networks.

Importance of coastal conservation
The Buenos Aires coast, with its wetlands, dunes, and cliffs, fulfills vital functions: it protects biodiversity, prevents erosion, mitigates climate change through carbon capture, and supports economic activities such as tourism and fishing. These ecosystems act as natural barriers against storms and are habitats for endemic and migratory species.
Conservation is crucial to:
- Protect migratory shorebirds and threatened fauna.
- Maintain ecosystem services such as water purification and flood buffering.
- Defend the coast against erosion in critical areas like San Clemente and Punta Médanos.
- Contribute to carbon absorption and the fight against climate change.
- Ensure resources for tourism and fishing in a sustainable manner.
Plastic pollution, unregulated urban development, and anthropogenic erosion are the main threats. In response, cleanup days, the creation of protected areas, and management plans are being promoted to reverse the deterioration.
An international framework
The initiative is part of the United Nations Decade of Ocean Science for Sustainable Development (2021-2030), which aims to reverse the cycle of ocean degradation and ensure that science fully supports the construction of a sustainable model.
The marine environment is the largest component of the Earth system that stabilizes the climate and sustains life. However, the First Global Ocean Assessment (2016) revealed that much of the marine ecosystems are severely degraded. With a global population projected to reach 9 billion by 2050, the impact on the oceans will be even greater, reinforcing the urgency of policies like Pampa Azul Bonaerense.
The PAB program represents a strategic commitment by the Province of Buenos Aires to consolidate a scientific and sovereign management of the sea, protect coastal biodiversity, and strengthen a sustainable development model linked to the South Atlantic.
