La Rioja establishes voluntary registry to care for abused animals: what is it about?

The province of La Rioja took a key step in the field of animal welfare with the implementation of the Registry of Ownership for Animals Victims of Violence. This tool, created by Provincial Law No. 10,668, aims to provide protection and support to animals that have been abused.

The new policy will allow these animals to be relocated to temporary or permanent homes while their legal situation is resolved. This ensures their physical and emotional safety after having experienced situations of violence.

The initiative was passed before the constitutional reform that enshrined the right of animals to live without violence. With the active registry, the coordination between the judiciary, protection organizations, the community, and security forces is strengthened.

The system is open to individuals and organizations, especially non-profit animal protection organizations. To participate, personal information, photographs of the place where the animal will be housed, GPS coordinates, and basic welfare conditions must be provided.

## A legal-based care network for animal protection

It all starts with a report that must be taken by the police and forwarded to a judge. If abuse is proven, the animal can be moved to a registered home.

The regulation also provides for a joint monitoring committee to ensure compliance with the law and the welfare of the animals housed. This structure guarantees that each case is monitored and evaluated.

The public plays a central role in this public policy. Individuals who were already collaborating with rescues now have a legal framework and state support to continue their work.

Registration for the registry is available throughout the province, quickly and accessibly, via WhatsApp at 3804-669066. La Rioja thus consolidates its commitment to animal rights and a violence-free coexistence.

## The essential role of transit homes

Transit homes play a vital role in animal protection. They are temporary spaces where rescued animals, especially those victims of abuse, receive support, veterinary care, and affection until they can be permanently adopted.

These homes help alleviate the overload of permanent shelters and prevent animals from remaining on the streets or in unsafe environments. Additionally, they provide the opportunity to socialize the animals, assess them, and prepare them for responsible adoption.

By acting as a bridge between rescue and permanent homes, transit homes become a key link in the animal protection system. Their existence reinforces community work and enables a more effective response to situations of abandonment or cruelty.
