Río Negro closed 2025 with 134 Renewable Energy Generating Users connected. In this way, homes, businesses, and SMEs produce their own electricity and inject surpluses. Thus, the clean energy contributed reached an estimated valuation of 50 million pesos.
Out of the total users, 45 are single-phase and 89 three-phase. This difference corresponds to different levels of consumption and energy needs. Additionally, it reflects the diversity of profiles adopting distributed generation.
The growth was sustained throughout the year. By April, more than 100 active users were already accounted for. Mainly, the system expanded in Cipolletti, General Roca, and Bariloche.

Organize rules to facilitate access
To accompany this progress, the Province promoted a Distributed Generation Table. Distributors, installers, technical chambers, and provincial bodies participate there. In this way, the aim is to organize criteria and streamline future connections.
During 2025, work was done on a draft of technical requirements. That document was sent to specialized entities for review. Thus, progress is being made towards a clearer and more predictable framework for users.
The goal is to reduce administrative barriers. Therefore, the priority is to facilitate access to installations under 30 kW. This favors new residential and commercial connections.
Lower costs and simpler procedures
One of the planned changes is to avoid unnecessary modifications in the electrical pillars. As long as they meet the standards, they can remain without major works. Additionally, a visible cut-off system will be incorporated that reduces time and costs.
The roadmap to 2026 is planned in stages. First, the technical regulation will be consolidated. Then, progress will be made in administrative procedures with deadlines and standard contracts.
Finally, work will be done on the commercial regulation. There, billing schemes and the transfer of energy credits will be defined. In this way, the system will gain predictability and transparency.

The public sector and community projects
The push for distributed generation also reaches the public sector. In 2025, a technical building in Cipolletti incorporated 60 solar panels. Thus, it covers about half of its electricity consumption with renewable energy.
In parallel, the Province is advancing its first community solar park. This project will be developed in the Middle Valley. Additionally, it includes new regulations to expand collective access.
These initiatives aim to democratize energy. At the same time, they strengthen local development and energy autonomy. Thus, the transition becomes more inclusive.
The environmental and economic benefits of generating your own energy
Producing renewable energy reduces the demand for fossil sources. Therefore, greenhouse gas emissions decrease. Additionally, electrical grids are relieved during times of high demand.
Economically, users reduce their electricity bills. In turn, injected surpluses become energy credits. This improves the profitability of homes, businesses, and SMEs.
Distributed generation also boosts local employment. Installers, technicians, and suppliers strengthen the regional economy. Together, generating your own energy combines savings, environment, and sustainable development.
