The Municipality of Rosario creates a website to report neighbors who dump garbage in inappropriate places

The Municipality of Rosario has expanded its digital platform. From now on, it allows reporting the dumping of garbage in inappropriate places.

The goal is to expedite the intervention of the Tribunal of Infractions. Additionally, it aims to optimize the response to environmental infractions.

The system replicates the mechanism used for traffic infractions. However, it focuses on larger scale issues.

The tool targets individuals and companies. Therefore, it is not intended for minor neighborhood conflicts.

Reserved Identity and Institutional Guarantees

To initiate the procedure, it is necessary to have a verified digital profile. The requirement is to be over 18 years old. Although the system records the complainant’s data, the identity is kept confidential. In this way, the confidentiality of the complaint is protected.

The intervention corresponds to the Infractions Prosecutor’s Office. Consequently, not any municipal area acts. The platform does not contemplate sanctions for those who rummage through containers. That situation is addressed from a wider social perspective.

For other conflicts related to coexistence, you can call 147. Thus, the Secretariat of Control and Coexistence intervenes.

What Situations Can Be Reported

The system allows reporting the dumping of debris. It also includes pruning remains and residues from private works.

Additionally, abandoned furniture or objects can be reported. These practices deteriorate the environment and urban hygiene. The procedure requires detailing the place where the infraction occurred. Furthermore, it is recommended to provide concrete evidence.

The page allows attaching images and adding witnesses. Name, surname, and CUIT or CUIL of adults are requested.

Once the complaint is filed, the Prosecutor’s Office can admit or dismiss it. In both cases, the user receives a formal notification.

What Are the Environmental and Social Benefits of the Initiative?

The digitalization strengthens citizen control over public space. Consequently, tools to protect the environment are expanded.

Moreover, the possibility of attaching evidence improves the process’s effectiveness. Thus, administrative times are reduced and sanctions are expedited. The measure also promotes community co-responsibility. Each neighbor can collaborate in the prevention of illegal dumps.

At the same time, the municipality maintains its obligation of cleaning and awareness. It even transformed old dumps into pocket parks.

In a complex urban context, the tool promotes transparency and participation. In this way, Rosario moves towards a more modern and sustainable environmental management.

Consequences of Dumping Garbage in Public Spaces

Dumping garbage in the streets causes accumulation of waste in drains and sewers. Consequently, it increases the risk of urban flooding and inundations.

Additionally, waste degrades the landscape and generates pollution hotspots. Over time, they release substances that affect the soil, air, and water.

Furthermore, garbage attracts rodents and insects that transmit diseases. Therefore, their presence impacts both public health and the environmental balance.
