A resident of Villa La Angostura, Neuquén, was fined with $666,900 for a violation while walking his dog.
The man committed repeated offenses to a municipal ordinance that regulates responsible pet ownership. The animal was found on the public road on multiple occasions without supervision.

The sanction was imposed by the Judge of Offenses, Soledad Aldea, who based her decision on what is established by Ordinance 4143/24.
Specifically, on the articles that prohibit the presence of loose dogs in public spaces and penalize the lack of response to municipality warnings.
“The animal was found on several occasions freely roaming the street, creating risks for both itself and other people,” explained the Municipal Offenses department.

This constitutes a repeated violation which, combined with the failure to comply with the suggested preventive measures, resulted in the fine being applied,” local media added.
Recidivism and Disobedience
From the municipality, they indicated that they had already warned the neighbor on other occasions about this issue. They even argued that suggestions had been given to improve the perimeter fence of his property.
However, subsequent checks confirmed that the situation had not been corrected.
Ordinance 4143/24 establishes in its article 14 that animals must walk with a leash, collar, and under the supervision of a responsible person.
Likewise, they must have documentation and records in accordance with Ordinance 2738/13, which regulates canine control in the locality.
In this case, the violation was considered serious not only due to the recidivism but also due to the failure to comply with the administrative deadlines set to correct the behavior.

From the Offenses Court, they warned that the presence of loose animals on public roads represents a risk to road safety. Also to community health and endangers the integrity of the animal itself.
