The city of Santa Fe toughens penalties with million-dollar fines against those who dump waste in inappropriate places

The Municipal Offenses Court of Santa Fe has initiated a process of prosecution against offenders identified for dumping waste in inappropriate places and times.

The proceedings began thanks to the images captured by the Monitoring Center, which allowed the identification of the vehicle owners involved in these actions.

Judicial Procedure and Sanctions

Once identified, the individuals were summoned to present their defense and face the process before the Administrative Justice of Offenses for violations against health and hygiene.

Administrative judges may apply:

  • Severe economic fines, which can exceed 1,000 UF (more than one million pesos).
  • Complementary measures, such as community service.
  • Among them, the comprehensive cleaning of the place where the waste was dumped.
  • Environmental awareness actions as accessory penalties.

Official Statements

Mayor Juan Pablo Poletti stated:

“We will not allow this type of action. We want greater civic coexistence, and it is unacceptable for a neighbor to go to another neighborhood to dump trash. We will continue working for a cleaner Santa Fe, educating to change these behaviors, but with everyone’s commitment.”

Meanwhile, the Secretary of Government, Control, Mobility, and Citizen Security, Sebastián Mastropaolo, noted:

“It is outrageous because work is done every day to improve the city. The person who dumps trash must take responsibility, not only for cleaning the place but also for paying the penalty so as not to commit the offense again.”

Monitoring and Critical Points

During 2025, the Municipal Monitoring Center recorded 20 similar incidents, of which 10 are already in judicial process.

The municipality reported that:

  • The critical points where micro-dumps are generated have been identified.
  • In several of them, there are monitoring cameras that allow detecting offenders.
  • Quick action is taken with hygiene and cleaning tasks, in addition to proceeding with the corresponding sanctions.

The Importance of Good Waste Management

Proper waste management is crucial to protect public health, the environment, and the economy. Among its benefits:

  • Public Health: prevents the proliferation of disease vectors and the leakage of toxic substances.
  • Environment: reduces the extraction of raw materials, saves energy, and decreases greenhouse gas emissions.
  • Economy: minimizes management costs, creates jobs, and fosters business competitiveness.
  • Sustainability: promotes the circular economy and reduces the volume of waste in landfills.

Key Strategies to Advance

Municipal policies align with the 3Rs and more:

  • Reduce: consume less and choose products with less packaging.
  • Reuse: give products a second life or repair them.
  • Recycle: separate materials to transform them into new products.
  • Recover: extract valuable materials from waste.
  • Safe Disposal: properly handle hazardous waste and locate landfills away from populated areas and water sources.

The tightening of sanctions against those who dump trash in inappropriate places aims to curb the proliferation of micro-dumps and strengthen civic coexistence. Proper waste management is a moral and legal obligation, key to ensuring collective well-being and guaranteeing a healthier planet for future generations.
