Glacier Law: Opposition Deputies Report Irregularities and Request Annulment of Public Hearing

A group of deputies from various opposition blocs filed a challenge request against the public hearing convened by the ruling party to discuss the Glacier Law. They claimed that the procedure was riddled with irregularities and that citizen participation was arbitrarily restricted.

According to the legislators, of the more than 100,000 registered, less than 1% will be able to participate, without the selection mechanism being made transparent. The formal note states that the methodology “is manifestly incompatible” with the Chamber’s regulations, the National Constitution, and the General Environmental Law.

Signatories and Arguments

The document was signed by deputies such as Sabrina Selva, Gabriela Estévez, Lucía Cámpora, María Inés Zirgaran, and Adriana Cristina Serquis, and by deputies such as Maximiliano Ferraro, Pablo Juliano, Juan Brügge, Pablo Farías, and Abelardo Ferrán.

The opposition emphasized that the call “does not guarantee participation, it manipulates it” and that “it is not on the path to fulfilling the public hearing, it is on the path to simulating it.” They requested the review, adjustment, or nullification of the adopted methodology, considering it flawed in its essential elements.

The challenge to the hearing on the Glacier Law reveals the irregularities reported by the opposition in the process.

Context of the Conflict

The public hearing had generated great expectations: of the 85,000 registered, only 360 were authorized to present over two days, with presentations of up to five minutes and via videoconference. The figure is a record in terms of citizen interest, but the vast majority of those registered had expressed opposition to the project promoted by the government of Javier Milei.

The opposition argues that the ruling party sought to illegitimately restrict the right to effective citizen participation, contradicting both the work plan voted in the Chamber and the regulations of public hearings.

Importance of the Glacier Law

The Glacier Law is key for the protection of high mountain ecosystems and regulates activities that can affect glaciers and periglacial environments. Its debate involves environmental, social, and economic interests, as it impacts mining, water access, and the preservation of strategic natural resources.

The discussion about the law reflects the tension between economic development and environmental protection, a recurring dilemma in Argentine politics.

The challenge presented by the opposition marks a new chapter in the debate over the Glacier Law. While the ruling party defends the applied methodology, the opposition denounces a democratic setback and demands transparency in citizen participation. The outcome of this conflict will be key to defining not only the future of the law but also the legitimacy of public debate mechanisms in the country.
