Colombia Approves the Empathy Law: Animal Protection Will Be Mandatory in the Educational System

The new regulation, which is the Empathy Law, integrates respect for sentient beings into primary and secondary school curricula to promote a culture of care and responsibility.

In a historic legislative advance for the welfare of fauna, the Congress of the Republic has enacted the so-called Empathy Law in Colombia, an initiative that transforms the national pedagogical model by including the protection and respect for animals as a transversal axis in basic education.

This law seeks for educational institutions, both public and private, to educate new generations under principles of sensitivity and ethical coexistence with all species.

The project, which received majority support in the legislative chambers, establishes that contents related to animal welfare should not be merely isolated workshops, but formally integrated into the study plans.

The regulation responds to the need to reduce the rates of abuse in the country through prevention and the teaching of responsible ownership from childhood.

Central axes of pedagogical training

The implementation of the Empathy Law in Colombia delegates to the Ministry of Education and the Ministry of Environment the task of designing the curricular guidelines that educational centers must follow.

Among the fundamental pillars of this educational reform are:

  • Recognition of sentience: Instruct students on the ability of animals to feel pain and emotions.

  • Responsible ownership: Train on basic care and legal obligations involved in living with pets.

  • Environmental awareness: Link the protection of wildlife with the preservation of local ecosystems.

  • Prevention of violence: Promote the idea that respect for animals is a fundamental step in building a less violent society among human beings.

Social impact and projections of the norm

The promoters of the law have highlighted that this is a necessary step to evolve towards a civilized society that recognizes the rights of animals.

With the entry into force of the Empathy Law, it is expected that in the medium term, cases of abandonment and animal cruelty will decrease, while strengthening empathy as an essential citizen value.

The national Government must now begin the regulation process so that schools start adapting their curricula, ensuring that teachers have the necessary tools to effectively and didactically impart these new knowledge.
