A man abandoned his mare without water or food in Neuquén and the Justice charged him with animal cruelty. It happened in November of last year, the animal was three days tied at the edge of a cliff, but they managed to save her life.
Judge Eduardo Egea pressed charges and set a one-month investigation period to move forward with the case.
Animal cruelty in Neuquén: what happened
The incident took place on November 17 in the town of Andacollo. A neighbor noticed the mare and the state she was in, and managed to cut the rope to set her free. Later, he notified the Police, who initiated an investigation.
The mare was rescued in time.
What’s next in the Justice system
On Monday, during a hearing held in Chos Malal, legal assistant Romina Travieso pressed charges against the accused. He was charged with the crime of “inflicting mistreatment and acts of cruelty to animals”, as the perpetrator, as established in Law 14.346.
During the hearing, the prosecutor emphasized that the accused “acted with total disregard for the animal’s fate, causing him unnecessary suffering due to his neglect.“
Judge Egea set a one-month investigation period to move forward with the case. Meanwhile, the mare, attended by a veterinarian, is recovering under the care of local rescuers.
What does Law 14.346 say
Argentine Law 14.346 establishes prison sentences for those who mistreat or commit acts of cruelty against animals. It also sets a series of requirements for the welfare of animals.
It is the legal tool that penalizes people who make some species victims of violence.
Despite its age (it dates back to 1954), it is still a milestone in Latin American law and in the world because it considers animals as “victims” of a criminal act and, in that way, grants them a legal status, or makes them subjects of law.
