Historic: The total ban on animal-drawn vehicles is now in effect in Lanús

Since last Thursday, January 1, the prohibition of using horses for animal traction in Lanús is already in effect.

Thus, according to the Municipality, starting this 2026, it will rescue all equines found in this situation.

The measure is implemented in compliance with Ordinance No. 13,693, enacted in June 2023.

The regulation establishes the prohibition of using horses or other equids to pull carts or transport goods.

“In compliance with Ordinance No. 13,693, we remind you that it is prohibited to use horses or other equids to pull carts, deliver or receive goods transported in such vehicles, and keep animals in conditions of mistreatment or exploitation,” reported the Municipality.

Therefore, since last week, any equine found in this situation will be removed and put under protection.

Horses are declared “sentient beings”

The ordinance declares horses as “sentient beings” and “subjects of rights“. This legal definition represents a significant advance in animal protection in Argentina.

Offenders will face the seizure of the cart and the horse. In addition, the corresponding administrative or judicial procedure will be initiated, in accordance with the law.

Equines voluntarily surrendered and those recovered will be transported by adequate means. They will be temporarily housed in spaces with everything necessary for their appropriate veterinary care.

The enforcing authority will evaluate each animal. Subsequently, they will be given in custody or responsible adoption to those who meet the necessary conditions.

The regulation guarantees a dignified quality of life and permanent freedom for the rescued equines.

The registry and traditionalist exceptions for animal traction

The Municipality reminded that there is a registry of holders at the Zoonosis Center. The center is located at Pitágoras 4400, Monte Chingolo, and is open from 8 a.m. to 3 p.m.

Those needing to request permits for traditionalist purposes can process them at various locations:

  • Tuyutí 2155
  • Avenida San Martín 3350
  • Pitágoras 4500
  • Albarracín 2389

The ordinance provides for permanent campaigns of dissemination and awareness about the rights and protection of animals.

It also establishes the placement of road signs notifying the prohibition throughout the district.

This measure positions Lanús as one of the pioneering municipalities in Argentina in the total abolition of animal traction.

The implementation marks a milestone in the protection of equines historically used for the transport of goods.
