Mexico City took a significant step in terms of animal protection. The capital’s Congress approved a legal reform that prohibits the physical display of dogs and cats in cages, showcases, or other spaces where their movement is restricted or they are kept as objects of exhibition.
The measure aims to improve the conditions of sale and adoption of companion animals and prevent practices that harm their welfare.
A reform focused on welfare
The initiative, approved by the Animal Welfare Commission of the local Congress, establishes that dogs and cats for sale cannot be displayed in narrow or closed spaces that cause them stress, fear, or anxiety, thus protecting their physical and emotional health.
From now on, the sale and adoption of these animals must be carried out only by appointment, and a veterinary zootechnician must be present throughout the process. The animals must remain in safe areas with adequate food, water, and protection.
Mandatory requirements and care
The regulation sets clear conditions for commercialization and adoption:
- Only sterilized and dewormed dogs and cats may be sold.
- A health and origin certificate will be provided.
- Buyers will receive complete information about care and behavior.
- If the adoption is not finalized, the animal must be returned within a specific period with a reinstatement fee.
The Environmental and Territorial Planning Prosecutor’s Office (PAOT) will be the authority responsible for imposing sanctions. Establishments that do not comply may receive fines ranging from 150 to 3,000 Units of Measurement and Update (UMA), equivalent to approximately $16,900 to $339,000 Mexican pesos.
The prohibition will come into effect 365 calendar days after its publication in the Official Gazette of Mexico City, during which time the authorities must define the minimum space and protocol guidelines to apply the regulation.
