The Government of La Rioja took a firm step towards energy transition by launching a pilot distributed generation plan that will allow a hundred families from different departments to produce their own electricity.
Although limited in its initial scope, the project has a high symbolic and practical value, as it demonstrates that the shift towards a sustainable energy model does not depend exclusively on large projects, but also on the sum of small citizen contributions.
Solar energy: accessible, clean, and transformative
Renewable energies, particularly solar, are consolidating as key tools to face the challenges of climate change. The Argentine energy matrix is evolving with the installation of large-scale solar and wind farms, but distributed generation introduces an innovative dimension: the possibility for users themselves to be active producers of clean energy.
According to La Rioja authorities, the residential photovoltaic equipment will be able to generate between 200 and 300 kWh monthly, which is equivalent to half the average consumption of a typical family.
Maintenance is minimal, and the objective is not only to reduce demand on the electrical system but also to foster a cultural change towards a more efficient, participatory, and decentralized model.

Catamarca: inspiring experiences
The neighboring province of Catamarca is also advancing on this path. In addition to having large solar parks in operation and others under construction, there are experiences of residential, business, and rural solar energy, such as in Antofagasta de la Sierra, that demonstrate the technical and social viability of the model.
Catamarca benefits from optimal natural conditions, with high solar radiation for much of the year, and a favorable legal framework, being adhered to the National Law No. 27.424 on Distributed Generation, which allows users to install solar systems on their roofs, self-consume the energy, and inject the surplus into the public grid, receiving a financial compensation.
Comprehensive benefits: environmental, economic, and social
- Climate change mitigation: reduction of greenhouse gas emissions
- Improvement of air quality and public health
- Conservation of natural resources
- Creation of local employment in projects like the Arauco Wind Farm
- Increased business competitiveness through energy efficiency
- Productive development with secure and reliable energy
- Access to energy in rural areas where the conventional grid does not reach
- Energy autonomy and reduction of external dependency
Concrete actions in La Rioja
- Renewable projects: wind and solar energy, both grid-connected and isolated
- Infrastructure improvement: new high-voltage lines
- Promotion of energy efficiency in all sectors
- Financing programs for residential installations, such as “Llama Encendida” for gas
The energy of the future will not only come from the sun but also from the collective conviction that a more sustainable model is possible.
La Rioja is committed to an inclusive energy transition, which empowers families, strengthens territorial resilience, and builds a cleaner, fairer, and more participatory future.
