Chubut bets on the carbon market: as a climate partner in this project

The Mayor of Esquel, Matías Taccetta, along with the Director of Green Spaces, Carolina Lemir, held a key meeting with representatives from FLORA People & Planet and the Cultural Association for Integral Development (ACDI). The goal: to analyze the potential of carbon markets in Chubut as a source of financing to recover areas affected by forest fires and prevent risks in cultivated forests.

During the meeting, it was agreed to start a feasibility study to design forest projects that generate high environmental and social value carbon credits. These credits could finance concrete actions of reforestation and sustainable management in vulnerable areas of the Chubut territory.

The initiative is part of a provincial portfolio of climate projects that includes the active restoration of more than 42,000 hectares and the use of technologies such as biochar, a carbonized residue that improves soils and reduces fire risks.

The alliance between the municipality, technical organizations, and the Government of Chubut seeks to position Esquel as a benchmark in nature-based climate solutions, articulating ecological restoration with social inclusion and local development.

## Restoring the forest, restoring the future

Carbon markets allow governments, companies, or individuals to offset their greenhouse gas emissions by investing in projects that capture or avoid those emissions, such as reforestation or improved forest management.

In this case, Esquel seeks to implement internationally certified initiatives that, in addition to reducing emissions, restore degraded ecosystems, protect biodiversity, and create green jobs.

An innovative component of the plan is the use of biochar, a technique that transforms forest residues into stable charcoal. When incorporated into the soil, this material improves its structure, retains water and nutrients, and stores carbon durably, becoming a powerful tool against climate change.

The initial phase of the project will include identifying priority areas and seeking financing both nationally and internationally. Social equity, community participation, and environmental governance criteria will be prioritized in line with the highest standards of quality and transparency.

## What is the carbon market and what is it for?

The carbon market is one of several carbon pricing instruments designed to control and reduce greenhouse gas emissions. The purpose of this tool is to give a price to the negative environmental externalities generated by emissions when producing a good, a service, or an activity.

It is a trading system whereby governments, companies, or individuals can buy and sell emission permits or carbon credits to offset their emissions in a cost-effective manner. It also serves as a flexibility mechanism to comply with emission limits or reduction targets.

The market operates based on setting a limit for emissions or a reduction target, which can be voluntary or regulated.

The initiative emerged following the approval of the Kyoto Protocol of the United Nations Framework Convention on Climate Change in 1997. Currently, there are international carbon markets implemented under Article 6 of the Paris Agreement, under private standards, and under national and subnational regulations.
