The Federal Court of First Instance of Moreno conducted a judicial inspection on December 5, 2025, at the premises of the VII Air Brigade, as part of the environmental protection action promoted by the Federal Prosecutor’s Office of Moreno, led by prosecutor Leonardo Filippini.
The measure was ordered by the acting federal judge Oscar Alberto Papavero, with the aim of “capturing reality as accurately as possible” through photographic and audiovisual records.
The proceedings included the participation of representatives from the Argentine Air Force, the ANAC, municipalities of Moreno and San Miguel, as well as judicial personnel and the Public Prosecutor’s Office.
Main Findings
During the inspection, it was found:
- Heaps of garbage and bonfires at various points on the premises.
- Truck traffic transporting waste and debris.
- Presence of companies handling metals and compacted vehicles.
- Loose animals and spots of household waste burning.
- Municipal backhoes handling waste on site.
- Unrestricted access due to lack of fencing, lighting, and sidewalks.
- Perimeter ditches filled with water and garbage, originally dug to prevent truck entry.
- High voltage towers with hanging cables and vandalized security booths.
- Hazardous waste such as decomposing animal carcasses and charred vehicle remains.
Context of the Environmental Protection Action
The Federal Prosecutor’s Office of Moreno filed the protection action in September 2023, after unsuccessfully urging state agencies to resolve the issue.
According to the lawsuit, since at least 2017 there have been open-air dumps within the premises and in adjacent areas, resulting from the irregular disposal of waste by residents entering through precarious paths.
The requested measures include:
- Installation of an effective perimeter control to prevent new entries.
- Blocking irregular access roads.
- Fencing, signage, and immediate cleaning of the premises.
- Increased municipal oversight and enforcement of environmental violations.
Environmental and Social Impact
The accumulation and burning of waste on a large state-owned site generates:
- Soil and water contamination from leachates and hazardous waste.
- Health risks for nearby communities due to smoke and vector proliferation.
- Environmental degradation in an area under the jurisdiction of the Air Force and ANAC.
- Loss of state control over a strategic space.
Next Steps
The court is awaiting the last pending evidence to rule on the substance of the matter. The decision will determine whether immediate remediation and control measures are ordered at the VII Air Brigade premises, in order to cease environmental damage and ensure the integrity of the public space.
