Recently, the Province of Buenos Aires completed the closure of the open-air landfill in Navarro and inaugurated an Environmental Complex in its place.
In this way, the new space replaces the polluting site with modern and sustainable infrastructure.
In this scenario, the governor; Axel Kicillof, the Minister of Environment; Daniela Vilar, and the mayor; Facundo Diz, led the inauguration ceremony of the new space.
This project represents the fifth closure of an open-air landfill in Buenos Aires, a policy that the provincial administration has been promoting.

What the new Environmental Complex includes
After the closure of the landfill in Navarro, the new rehabilitated site incorporates a series of key components for the comprehensive treatment of urban solid waste:
- Sanitary cell for the safe final disposal of landfill closure
- Forested curtain perimeter insulation
- Recycling plant equipped for material processing
- Truck designated for differentiated collection
Thanks to this infrastructure, the local system is strengthened and allows for the promotion of safer practices both for workers and for the district’s residents.
In that sense, Kicillof highlighted the magnitude of the transformation: “This is a historic work for the residents of Navarro and for the entire Province because we achieved the closure of the fifth landfill: the new cell means less pollution and better living conditions”.
Furthermore, the governor emphasized the role of the State: “Environmental issues are not resolved solely through social awareness and individual will: a State is needed to make large investments“.
For her part, Vilar noted that the closure of the Navarro landfill transforms the municipality’s history: “Having eradicated the open-air landfill is a decision that definitively changes the history of Navarro and provides dignified conditions to the sector’s workers”.
Additionally, the minister valued the coordinated work: “The inauguration of this cell is the crowning achievement of a management that took years of work and effort between the provincial and municipal governments”.

Landfill closures: the provincial policy to eradicate polluting spaces
Since the creation of the first Ministry of Environment in Buenos Aires, the department has been promoting a comprehensive policy to address all stages of waste management:
- Separation at source;
- differentiated collection;
- recycling, and;
- final disposal.
In this context, the Ministry initially conducted a survey of municipalities that still disposed of their waste in open-air landfills and had suitable sites to move towards more efficient and sustainable systems.
Today, this information is key to advancing the closure of open-air landfills throughout the province of Buenos Aires.
As part of this policy, the department delivered machinery and equipped more than 150 productive units throughout the territory. Additionally, it distributed over 100 trucks for differentiated collection.
Finally, the Ministry promoted a policy of Environmental Promoters to encourage separation at source through community workshops and environmental education actions throughout the province.
