UK bans tobacco sales to those born from 2009 and moves towards a smoke-free generation

The British Parliament has approved one of the most ambitious anti-tobacco policies in the world: prohibiting the sale of tobacco to all individuals born from January 1, 2009. This means that those who are currently under 17 will never be able to legally purchase cigarettes in the United Kingdom.

The measure will come into effect in 2027, after receiving royal assent, making the country the first large-scale nation to move towards a smoke-free generation.

A progressive system

Unlike traditional restrictions that set a minimum age, this legislation establishes a progressive system: each year the legal age to purchase tobacco will increase, ensuring that this group never reaches an age where they can buy cigarettes.

The goal is to interrupt the cycle of initiation during adolescence and reduce diseases associated with smoking in adulthood.

Health and economic impact

Smoking has a significant effect in the United Kingdom:

  • In England alone, it causes approximately 400,000 hospitalizations annually.
  • It is attributed to 64,000 deaths each year.
  • The NHS spends around USD 3.75 billion annually to treat related diseases.
  • The total social cost is estimated between USD 26.6 billion and USD 34.5 billion, mainly due to loss of productivity.

Health Minister Wes Streeting stated: “The children of the United Kingdom will be part of the first smoke-free generation, protected from a lifetime of addiction and harm”.

Additional regulations

The law also includes complementary measures:

  • Stricter restrictions on sales, advertising, and consumption spaces.
  • Ban on smoking in parks, schools, and hospitals.
  • Additional controls on vaping products, limiting flavors and packaging attractive to minors.
  • Ban on vaping in cars with children and in areas near schools and hospitals.

The initiative is supported by medical associations and public health entities:

  • Asthma and Lung UK highlighted that the legislation “will transform the nation’s health.”

  • Action on Smoking and Health stated that “the end of smoking is now an unavoidable goal.”

From the vaping sector, some representatives expressed concern about excessive restrictions, warning that they could push former smokers back to conventional tobacco or to unregulated markets.

The approval of this law against tobacco sales places the United Kingdom at the forefront of global anti-tobacco policies. Experts consider that the measure sets a precedent in Europe, prioritizing prevention over the treatment of diseases resulting from consumption.
